dhcpinform() does not run host group options?

What I have been told is that the host group scope is/was being left out because those options were not being recorded with the lease. When the DHCPINFO response is prepared it is not re-assembling new lease information.
What I have discovered to be useful with v4 is that you can tell pools that they are "not authoritative" - addresses from pools that are not authoritative will not repond to DHCPINFO requests and the group derrived value is preserved. I use this to preserve custom DNS servers in captive portal networks, but I imagine the effect may be useful elsewhere.

We are using dhcpd 4.1 and would like to be able to tailor the options in the reply to a DHCP_INFORM based on the host group the client belongs to. But in our tests it would seem that host group information is not being used to assemble the reply. I looked through the code for dhcpinform() and it would seem that only subnet and class scopes are being looked at when building the ACK. Am I reading the code correctly? And if so, why was the host group scope left out?
