INN has, due to its design, higher latency than either NNTPRelay or the
Highwind products because it commits the article to disk before sending it
to peers.  Its latency is probably roughly comparable or slightly faster
than Diablo using real-time feeds.

That's not really an answer to your question, but it may be the
information you're trying to obtain.
