inews not allowed to post with Approved header under -CURRENT

In my readers.conf file, I've got the following, however, it's not working.

auth "localhost" {
     hosts: "localhost, 127.0.0.1, stdin"
     default: "<localhost>"
}

access "localhost" {
     users: "<localhost>"
     newsgroups: "*"
     access: "RPA"
}

When it logs in, I see this...

It's not some sort of not having reloaded problem, because I've rebooted 
the machine to make sure I cleared all the configs!

I also just stopped inn and ran "make update" in the -CURRENT directory, so 
I'm sure I am running the right version.

Is there anything else I can check?
