You can't change the "class:" number assigned to each block, or change the
type (tradspool/cnfs/etc) associated with each class number, or old
articles will become inaccessible.  But you can reorder blocks, and change
patterns in blocks.

No, definitely not.  That may break things.

The class number does not affect which block is most important.  The 
actual physical ordering in the file does that.  That is what Christoph is 
telling you to change.
