So neither INND nor NNRPD write to your news.notice?
It must be almost empty. What's the timestamp of the last entry?
When does your cron execute news.daily??

I guess that your syslog does not recognice INN's custom log rotation
and writes to a dead file handle. After restarting syslog you should see
new lines appearing.
