Are all of these files empty?

Incidentally, you said you "kill" INN.  How do you do that?
Isn't the following command working to just "stop" INN?
     sudo su news -s /bin/sh -c "/usr/lib/news/bin/rc.news stop"

active.times is not the culprit.

What is the result of:
     inncheck -a --perm --pedantic
