DHCP dev process

What is the process for new DHCP developments today? I have to
implement some DHCPv4 over IPv6 code for the Juniper CPE SOW
and I'd like to use the same way than some years ago, i.e.,
create a RT ticket and a CVS branch. Now as BIND 9 is just
moving to git perhaps it is no longer the right process.

PS: I'll start with the colocated client and relay because I'd
